First learn Joomla ! (www.joomla.org). Joomla ! is a CMS (content management system) it is very easy to learn.

you find lots plugins (forums,chat,classifieds ect ..) free and payed all you have to do is install plugin to your joomla ! CMS . Plus the joomla community is very active at joomla.org. if you need to learn anything you can post it on the joomla forum and get your answers fast.

It could take up to 2 years to learn everything required (HTML, PHP, SQL, CSS)

Also, be sure to study security.
